I think that if it looked in 'All Users/Documents' and didn't find a datafile, it should ask the user what their bandwidth limits are, and the percent of those limits that torrents should limit themselves to. That would then be written to a hidden file in 'All Users/Documents' for future reference by all running instances. It would also require that all running instances be able to communicate with each other, so that they all stay within those limits
